The Police Vulnerable Sector Check (PVSC) provides the screening of individuals who intend on working or volunteering with vulnerable people. This type of screening is required for the following types of positions, among others:
All applicants applying for a volunteer position must provide a letter from the agency where they intend to volunteer. The agency letter must be printed on the agency's letterhead with the applicant's name and volunteer position, stating the position is a "volunteer non-paid position."
Please note: As of January 1, 2016, the Customer Service Unit will no longer be processing background checks from the Whitchurch-Stouffville Community Substation. All services will continue at the Community Resource Centre.
A vulnerable person is defined as a person who, because of their age, disability, or other circumstances, whether temporary or permanent, are (a) in a position of dependence on others or (b) are otherwise at a greater risk than the general population of being harmed by a person in a position or authority or trust relative to them.

Based on results of the screening, fingerprints may be required to confirm the identity of the applicant and a fingerprint fee will be charged. A letter from a volunteer organization will discount the cost of the fingerprint fees only - there is still a fee for the clearance letter.
Volunteerism is benevolent work for which an individual does not receive financial compensation for his/her time and is not ordered to do so by a court or a judicial body. In order to have the fee discounted, your application must be accompanied by a letter from the volunteer organization with the following information:
Only residents of York Region with two pieces of government-issued identification can obtain a PVSC. The identification must confirm your name, date of birth and address, and one piece of government identification must include a photo.
