Police Vulnerable Sector Check
**PLEASE NOTE THAT THE PROCESS AND FORMS FOR COMPLETING A CRIMINAL BACKGROUND CHECK AND VULNERABLE SECTOR SCREENING CHANGED AS OF FEBRUARY 6, 2012**
In order to obtain a Police Vulnerable Sector Check you must be in the last phase of the hiring or volunteer process. Police Vulnerable Sector Checks are not provided to applicants as part of resume.
The vulnerable sector screening was established to provide screening of individuals who intend on working or volunteering with the vulnerable sector. A vulnerable person is defined as a person who, because of their age, a disability, or other circumstances, whether temporary or permanent are (a) in a position of dependence on others or (b) are otherwise at a greater risk than the general population of being harmed by a person in a position or authority or trust relative to them.
This type of screening is required for the following types of positions: teacher, social worker, taxi driver, day-care worker, adoptive parents, sport coaches, etc.
A vulnerable sector screening search may provide the following information:
- Criminal record (adult and/or young offender, including summary offences)
- Outstanding charges
- Findings of not guilty by reason of mental disorder
- Probation, prohibition and other judicial orders which are in effect
- Convictions/pending charges under Child and Family Services Act
- Apprehensions and/or contact under the Mental Health Act
- Suspect/Culprit information; where the release of such will not hinder any ongoing investigation
- Local files from any Police Service.
Beginning February 6, 2012 York Regional Police will be implementing changes in the way Vulnerable Sector Screening checks are performed. The new Vulnerable Sector Screening check will now be referred to as a PVSC (Police Vulnerable Sector Check).
Along with the new form, in compliance with the RCMP policy and ministerial directives, applicants having a criminal record outside York Region jurisdiction will be required to submit their fingerprints in order to have the PVSC completed. Additional fees of $50 to print and $25 to the RCMP will be added to complete the check.
For the applicants who decline fingerprint submissions, the PVSC will indicate that the document is incomplete and no refunds will be issued.
York Regional Police is now running the PVSC ( Police Vulnerable Sector Check) pardoned sexual offence part only as soon as applicants submit their applications to our police service. If a hit is received, applicants will be advised that fingerprints are required. If a “No Hit” response is indicated by the RCMP, fingerprint results may be returned within 72 hours. If a “Hit” response is indicated, fingerprint results may still be in excess of 120 days in order for the RCMP to manually analyze the fingerprint submission.
APPLICANTS REQUIRING MULTIPLE POLICE VULNERABLE SECTOR CHECK LETTERS:
Applicants requiring multiple forms must be fingerprinted for each application submitted. An additional fee of $25 will be applied for each set of fingerprints submitted.
Volunteer applicants
- For volunteer applicants, ensure that you have a letter from your organization when attending for a Police Vulnerable Sector Check. It must be signed by an organization member on official letterhead and must indicate your information and position for which you are volunteering. Example: Hockey Coach. When this letter is produced at the time of submitting your Personal Vulnerable Sector Check form, the $25 RCMP fee will be waived.
Students
- If you are a student applying for a Police Vulnerable Sector Check and require fingerprints, RCMP will not waive the $25 fee. However, York Regional Police will offer the student rate of $20 when a valid student card is produced. Our standard fee of $50 for fingerprinting will also be waived.
Employment
- If you are applying for a Police Vulnerable Sector Check for employment purposes and require fingerprinting, an additional fee of $50 to fingerprint and a $25 RCMP fee will be applied to the Vulnerable Sector Screening fee.

Applicants must be a resident of York Region, with proof of residency.

Every applicant must submit their form in person and provide two pieces of government-issued identification.
The identification must confirm your name, date of birth and address, and once piece of identification must include a photo. The following is a list of identification that is accepted:
• Drivers licence ( issued by a Canadian province or territory)
• Foreign drivers licence
• Canadian Passport
• Foreign Passport
• Canadian Citizenship card
• Permanent Resident (PR) card
• Certificate of Indian Status
• Student identity card from a Canadian or foreign institute
• Firearms Acquisition Certificate (FAC)
• Canadian National Institute for the Blind (CNIB) identification card
• Federal, provincial or municipal identification card
• Military Family identification (MFID)
Photo identification: must provide photo and both the name and date of birth of the individual.
Non-photo identification, which provides both the name and date of birth of an individual.
Note: Health cards (issued by Canadian province or territory) and Social Insurance Numbers (SIN) are not acceptable for identification purposes.
How long will it take?
Processing time will take a minimum of 2 – 4 weeks and the response will be mailed back to the applicant. Responses may also be picked up from either of our two locations if requested at the time the application is submitted.
Fee:
Please note that the fee is non-refundable.
Volunteers: $20
Students: $20 with a valid student card
Employment: $45
Fingerprints/ Employment : $50 to York Regional Police and an additional fee of $25 to RCMP
Fingerprints / Volunteer: No additional fees as long as the applicant provides a signed letter from the organization
Fingerprints / Student: An additional fee of $25 to the RCMP.

As of February 6, 2012 York Regional Police will now offer the following Real Time Identification Fingerprint Services:

For all levels of fingerprint services a fee of $75 is incurred by the applicant.
Response times may vary. Real Time Fingerprint submissions generally have a two week return with hardcopy results from the RCMP.
