Deputy Chief Cecile Hammond
Deputy Chief Cecile Hammond joined York Regional Police in 1998 and is an experienced senior leader with 28 years of extensive operational, investigative, and administrative expertise. She currently oversees the People & Culture Branch, which includes:
- People, Wellness & Talent (Recruiting & Staff Management, Health, Safety & Ability, Wellness)
- Professionalism, Leadership & Inclusion (Ombudsperson, Leadership Development, Inclusion, Diversity, Equity & Accessibility)
- Corporate Development (Professional Development, Training & Education)

Throughout her career, Deputy Chief Hammond has served in diverse operational and investigative assignments, including Crimes Against Children, Sexual Assault, and Integrated Domestic Violence Units, as well as the Practical Skills Unit and the Real Time Operations Centre. Before her appointment to Deputy Chief, she served as Superintendent and Commander of Corporate Development Services, overseeing the Training and Education Bureau and the Uniform Recruiting and Staff Development Units.
Her leadership has shaped YRP’s modern professional development strategy. She spearheaded the development of a comprehensive learning delivery model and an inclusivity training framework that embedded equality, diversity, ethics, and social inclusion across all training programs. These initiatives strengthened member readiness and contributed to a more inclusive and forward-focused organizational culture.
Dedicated to community service and mentorship, Deputy Chief Hammond serves on the Board of Directors for Big Brothers Big Sisters of Peel-York, contributes to the Ontario Women in Law Enforcement Advisory Committee, and acts as Executive Sponsor for Canadian Blood Services. Nationally, she represents YRP on the Canadian Association of Chiefs of Police Ethics Committee. Provincially, she strengthens strategic policing leadership through her role on the Ontario Association of Chiefs of Police Board of Directors.
Deputy Chief Hammond holds a Bachelor of Arts from York University and a Master’s Certificate in Leadership from the Schulich School of Business. She is the recipient of the Governor General’s Exemplary Service Medal and a Member of the Order of Merit of the Police Forces.
A lifelong advocate for teamwork, fitness, and camaraderie, she continues to lead with integrity, humility, and a strong commitment to people—both within York Regional Police and across the communities it serves.
