What is a Vulnerable Sector Check?
A Vulnerable Sector Check (VSC) is one of the three standard police record checks used in Ontario. It is required for individuals seeking employment or volunteer positions where they will be in a position of trust or authority with vulnerable persons.
A vulnerable person is defined as a person who, because of their age, disability, or other circumstances, whether temporary or permanent, are in a position of dependence on others, or are otherwise at a greater risk than the general population of being harmed by a person in a position or authority or trust relative to them.
Who is this check for?
A Vulnerable Sector Check provides the screening of individuals who intend on working or volunteering with vulnerable people.
Examples may include teachers, healthcare workers, social workers, daycare staff, sports coaches, etc.
How to apply
Confirm the required check
Confirm with the employer or organization that a Vulnerable Sector Check is required.
Confirm eligibility
Vulnerable Sector Checks are available only to York Region residents.
Submit your application online
Complete your application using electronic identity verification through Equifax eIDVerifier. You will be required to answer financial verification questions. This is not a credit check and does not affect your credit score.
Enter your information accurately
Ensure your name, address, date of birth and personal information are entered correctly prior to submission.
Complete identity verification
If your identity cannot be verified electronically, you will be required to attend in person. Notification will be provided by email.
Provide supporting documentation if required
You may be required to provide a letter from your employer or organization confirming the position and requirement for a Vulnerable Sector Check.
Attend in person if required
Applicants under 18 who are volunteering or seeking employment with a government agency are not eligible to apply online and must attend in person. Applicants requiring fingerprinting must also attend in person.
Receive your results
If eligible, results will be delivered electronically. If in-person pickup is required, it is typically available within 7 to 10 days from the date of application.
What is included
A Vulnerable Sector Check will include the following information as it exists on the date of the search:
- Outstanding entries, such as charges and warrants, and judicial orders, including peace bonds, probation and prohibition orders
- Criminal convictions from CPIC and/or local police databases
- Summary convictions, where identified, for five years
- Absolute and conditional discharges for one or three years, respectively
- Criminal charges resulting in a disposition of not criminally responsible by reason of mental disorder
- Record suspensions authorized for release by the Minister of Public Safety
- In exceptional cases, non-conviction information, including but not limited to withdrawn or dismissed charges, where it meets the Exceptional Disclosure Assessment
