He previously served as the staff superintendent overseeing the Community Safety Branch, where he played a pivotal role in supporting the Executive Leadership Team. His comprehensive experience spans operations, administrative leadership and public safety, positioning him as a well-rounded and impactful figure within York Regional Police.

Deputy Chief Hogan has held a diverse portfolio of experience throughout his career, including roles in Organized Crime and Intelligence Services, Community Services, Organized Crime Enforcement Bureau and the Professional Standards Bureau.
Academically, Deputy Chief Hogan holds multiple credentials. He is a graduate of the Rotman School of Management Police Leadership Program and has pursued specialized studies in Addiction Studies and Children’s Mental Health at Mount Royal University. He also holds a diploma from the Ambulance and Emergency Care Program at Niagara College of Applied Arts and Technology.
Deputy Chief Hogan has led numerous strategic initiatives, serving as co-chair of the Ontario Association of Chiefs of Police (OACP) Committee on Professional Standards. He currently contributes as a committee member of the OACP Organized Crime and Intelligence Committee. His leadership has been recognized with several awards, including the Chief of Police Awards at York Regional Police Appreciation Night (2011, 2016) and the MADD Officer of the Year Award (2014). He also co-chairs the Municipal Diversity and Inclusion Group, reflecting his dedication to equity and inclusive community engagement.
Deputy Chief Hogan has provided strategic leadership in securing critical funding for policing initiatives and has contributed expert insights on organized crime and intelligence to the Criminal Intelligence Service of Ontario. He spearheaded the development of the Guns, Gangs, and Violence Reduction Strategy, fostering multi-jurisdictional collaboration and obtaining provincial funding to support early intervention programs for at-risk youth in underserved communities.
His enduring commitment to community safety, meaningful engagement with marginalized populations, and the promotion of inclusive, preventative policing approaches underscore his vision for a responsive and community-centered police service.
