Project Great One Concludes with Multiple Fraud Related Charges

The York Regional Police Financial Crimes Unit (FCU), in partnership with The Regional Municipality of York, have laid multiple charges against 15 suspects, in connection with a lengthy fraud investigation dubbed Project Great One.

On April 3, 2025, The Regional Municipality of York reported fraud targeting their Homeless Prevention Program (HPP). HPP is a service for individuals not on other social assistance programs, who are either homeless or at-risk of homelessness.

York Region staff conducted a review and identified numerous applications which contained fraudulent information. Between January 2024 and December 2024, it was determined approximately $99,600 had been fraudulently claimed.

Investigators determined the suspects were organized and coordinated in the commission of the frauds. As a result of the investigation, officers executed search warrants at 12 residences and on 10 vehicles.

Investigators have charged 15 suspects with fraud-related offences.

Through the investigation, FCU identified Isaac OPPONG, 38, of the City of Vaughan, as the principal suspect in these frauds.

OPPONG was a pastor at Miracle Arena for All Nations from 2018 until 2025 and investigators believe he used his position to recruit others to participate in the frauds.

Investigators believe there may be additional victims and are appealing to anyone with information to come forward.

The investigation is ongoing.
