The Vulnerable Sector Check provides the screening of individuals who intend on working or volunteering with vulnerable people. This type of screening is required for the following types of positions, among others:

  • Teachers
  • Social workers
  • Taxi drivers
  • Daycare workers
  • Sport coaches

All applicants applying for a volunteer position must provide a letter from the agency where they intend to volunteer. The letter must be printed on the agency's letterhead and include the applicant's name and volunteer position, stating the position is a "volunteer non-paid position."

Who is a vulnerable person?

A vulnerable person is defined as a person who, because of their age, disability, or other circumstances, whether temporary or permanent, are (a) in a position of dependence on others or (b) are otherwise at a greater risk than the general population of being harmed by a person in a position or authority or trust relative to them.

What will a Vulnerable Sector Check provide?

A Vulnerable Sector Check will provide the following information:

  • Criminal convictions from CPIC and/or local databases
  • Summary convictions for five years 
  • Outstanding entries, such as charges and warrants, judicial orders, peace bonds, probation and prohibition orders
  • Absolute and conditional discharges
  • Every criminal offence of which an individual has been charged that resulted in a finding of Not Criminal Responsible on account of mental disorder
  • A conviction which a pardon has been granted, only if the disclosure is authorized under the Criminal Records Act; and
  • Any non-conviction information authorzied for exceptional disclosure under the authority of the Police Record Checks Reform Act.

How long will it take?

We strive to complete requests while you wait; however if you have a criminal record, require fingerprinting or we have to confirm any information with another police service, additional processing time will be required. 

Please note: Based on results of the Vulnerable Sector Check, fingerprints may be required to confirm the identity of the applicant and a fingerprint fee will be charged. For applicants who decline fingerprint submissions, the check will indicate that the document is incomplete and no refunds will be issued.

In compliance with the RCMP ministerial directive, applicants with a criminal record outside of York Region will be required to submit their fingerprints in order to have the Vulnerable Sector Check completed.

If fingerprints are needed to complete the Vulnerable Sector Check, processing time will be required and the check will not be produced while you wait.

Who can apply?

Only residents of York Region with two pieces of government-issued identification can obtain a Vulnerable Sector Check. The identification must confirm your name, date of birth and address, and one piece of government identification must include a photo.

Volunteers

Volunteerism is benevolent work for which an individual does not receive financial compensation for his/her time and is not ordered to do so by a court or a judicial body. In order to have the fee discounted, your application must be accompanied by a letter from the volunteer agency, on the agency's letterhead, with the following information:

  • The name and address of the agency that requires the record check
  • Your name
  • The reason for the record check (e.g., coach, etc.) and where a Vulnerable Sector Check was requested, who you will be working with (children, seniors, etc.)
  • A statement that you will not be paid for your work nor compensated for any expenses
